Against the advice of Dayton City Attorney Susan Arnold, Mayor Bob Vincent pretty much
said "the hell with what is r
ight" and did things the old fashion way, "the way HE wants to
do them".

The Dayton City Council approved a resolution to pay the health insurance premiums on
individual, private medical insurance for council members who refuse the coverage that
is available through the city’s insurance program.

The city currently offers to city councilmen payment for the same health insurance that it
offers all city employees. However, the monthly premiums alone are aroun
d $1,800 per
person,
per month. This is totally outrageous. Perhaps the exorbitant insurance
premiums are due in part to existing medical conditions, such as Bob Vincent and his s
elf
advertised cancer.

Papa Smurfy character have some sort of mental blockage? Does he think "things" will
simply fade away as he tap-tap-taps his watch?


According to the
ill advised resolution, monthly payment would be made on individual
premiums “
not to exceed the cost of the monthly premium of the insurance offered
through the City of Dayton.
” The resolution directly affects councilmen Jim Barnes and
John Heath, who have pre-existing medical conditions.

Although this resolution directly affected Barnes and
Heath, they each did the right thing
and followed the legal advise of the city attorney.
After all, why does Mayor Vincent even
bother to consult the city attorney in the first place? Has this fossil of a man been there
too long? I mean really, what exactly can he do about anything? Blush and make goo-
goo eyes? Give me a break!

But anyways,
Barnes voted against approving the resolution, while Heath got up and left
the conference room and did not vote.


Voting for the resolution were
TCB Properties co-owner/councilman Chris Conner,
believed to be Condon Graham's descendant Billy Graham and K & B Properties
owner/mayor Bobby Vincent.
By the way, where in the hell is that big ETHICS violation
that Bob Vincent blabbed out against Chris Conner BEFORE the election? Did Vincent
just blurt out a lie in order to hinder an election outcome? Is that legal? Did he follow
through and file an ethics complaint against Conner? If so, where is it? If not, WHY?I
reckon there's another skeleton Papa Smurfy will soon read about along with up to 700
"clickers" a day now. Hey folks, we all have skeletons...


Mayor Vincent made the motion to approve the resolution, and Graham seconded the
motion. In advising against approving the resolution, Arnold said there was nothing
drastically illegal about what the resolution proposes, only that the Municipal Technical
Advisory Service (MTAS) recommends that “cities refrain from making in-lieu-of health
insurance cash payments to local elected officials until such time as the legislature may,
by general law, authorize such payments.” Ironically, when MTAS suggested that former
fire chief Jack Arnold was too old and sleeping on the job Mayor Vincent was all over that
situation like s
tink-on-crap. His hypocrisy and double standards were once again
brought to light.

Arnold noted that, according MTAS, “
Mayors and governing bodies are cautioned that
receiving such payments may result in the officials having to repay the money to the
city
.” Arnold, whom we are not yet certain if she is any relation to City Manager, Frank
Welch who seems to hire
"family members" and "select" people to virtually all city
positions
, but our research shows that Welch's, Sneeds, and Arnold's seem to be part of
the same family tree whose branches go straight up.

Vincent reportedly stated after the meeting that he supported the resolution because if
Barnes and Heath switched from their own individual health insurance coverage to that
offered to all city employees, their coverage could eventually be jeopardized.


Naturally, this made as much sense as his selling off excess property
for far less than
what was said the property was worth. See folks, there you have that good old common
denominator in Rhea County
PUBLIC OFFICE + REAL ESTATE = LOTS OF MONEY.

Vincent explained that the city’s insurance program would only cover them as long as
they are councilmen, and if they ever left office, they would have a very difficult time
finding another health insurer because of their pre-existing medical conditions.


Once again, every single person who ran for city council knew full well this dilemma
before they even decided to run. This whole issue has absolutely no merit and quite
frankly, every Dayton resident should be pissed off. After all, while Mayor Vincent gets
richer, and with the friends and family of Dayton officials getting the perks of an easy life
and money at
YOUR EXPENSE, you should be made aware of this and not allow yourself
to be caught up in the crafty misrepresentations. These guys need to be investigated by
the feds and we feel certain that everything they have done will indeed come back to
haunt them.

Naturally, Mayor Vincent said that passing the resolution was the right thing to do.
