For the past several weeks we have devoted a rather substantial amount of time
talking with “people” in an attempt to verify information that has been sourced to
RheaCountyNewspaper.com concerning the fiasco of “running Fire Chief Jack Arnold
off” from his job in order to obtain a vote from a particular Dayton Councilman for the
open vice-mayor position.
As of now, we have not fully determined that the information we have received
concerning purported “dirty Dayton politics” with a simple [IF YOU GET RID OF JACK
ARNOLD AND PROMISE TO PUT MY FRIEND_________ IN AS FIRE CHIEF THEN I
WILL VOTE FOR _________AS VICE-MAYOR mentality.
We believe that this information is very credible as it stems from inside the beast itself.
Our dilemma is that we cannot verify the information because no person in charge will
answer any damn questions. Then again, I figured just us doing that much ranks us
once again over the Rag Tag Herald-News (who changed their e-names to copy-cat us
LOL) ...such dweebs.
As you may be aware, Dayton Fire Chief Jack Arnold abruptly retired. Arnold has said
that he has tried to retire for the last “3 months or so”. This time frame is within the
time frame that Jim Barnes died leaving his seat vacant on the Dayton Council.
Sources say that the council is essentially deadlocked on not only the issue of filing
Barnes’ seat due to his death, but deadlocked on who is to be appointed as Vice-
Mayor. After all, Jim Barnes was the Vice Mayor for the City of Dayton, period.
As of now it seems that the buddy system within the council is as follows: Bob
Vincent and John heath (each reject the Billy Ray Patton extortion tax) in one corner
with Bobby Doss and Billy Graham (each have ties and connections to the county
school system and each support Billy Ray Patton’s extortion tax) in the other corner.
With that said, we have decided to withhold the story and not write of the details
involving what amounts to nothing much more than our PREDICTION as to what will
happen at tonight’s city council meeting.
It is 5:20 pm now and this is as fresh as it gets folks…
PREDICTION: It is our prediction that the city council will agree to select a vice mayor
at tonight’s March 3, 2008 council meeting. We also predict that the position of fire
chief will be given to someone not even connected with the fire department and more
than likely never has had any fire department training, but will be praised as a “great
leader, great person with management skills", whatever else they decide to blow up
the citizens (__*__) as a result of trying to justify the hiring of this new fire chief.
In the conjectured thought for the hiring of “a friend” or other person of “special
interest” and the agreement by the majority of the council to do so then the reward or
deal will be that by allowing “so-and-so” to be hired then “so-and-so” will be vice
mayor, it is clear what will happen.
Actually, we believe that the fire chief will be a person whom Bob Vincent wants as fire
chief and Heath will go along with the vote. Bobby Doss (who is getting his
choice/friend the job of Parks and Recreation Director from a past deal) will vote for
the new fire chief, along with Vincent and Heath.
In return, Vincent, Heath and Doss will select Billy Graham as vice-mayor and
everyone is happy. Well, everyone except Jack Arnold that is.
In this segment we are not going to report of the connect the dots type of schemes
that are, or are presumed to have occurred concerning TCB Properties, a corporation
in the business of developing sub-divisions, etc for profit. One of the partners in TCB
Properties if former council member Chris Connor. Also, Jack Arnold is obviously
connected with this TCB Properties outfit as well. When do we all gather around and
thank Chris Connor for being a major contributor to the exorbitant water bills YOU
Dayton residents now pay?
Now, this is where things get interesting and it will take much more in depth research
to confirm and print the real behind the scenes political ploys that we believe are in the
works even as I hurriedly type this so as to upload it to our site before the meeting
starts. If not, then we cannot take any credit of “how did we know what to predict”.
The after effect if we are correct will indeed be an in depth report designed to put some
people out of office by a recall election. I’ll be your huckleberry…

purported event. Big difference folks. One thing for sure, we will not be sitting at a bar,
or drunk playing Pogo games while trying to formulate some sort of wording that can
be placed together and make some coherent sentences with.
We all remember that MTAS sent a henchman (last name WEST) to the Dayton Fire
Department to somehow start squawking about the way things were run and
managed at the fire department. The common denominator is the last names of the
actors in this scenario. Never mind the MTAS jellyfish obviously let all this stuff "slide"
only to come into Dayton like Grant charged into Richmond with what seems to be the
reason of just to get Jack Arnold replaced.
Come on people, if the so called powers that be wanted to replace Jack, they could
have done it a million different ways. Instead, the bunch of giggling, face turning red
babies who run things around town did it the same old normal way...the stuck Jack in
the back. Just as they do everyone they no longer want around. The chickens are too
cowardice to walk up to Jack and simply tell him the way things are. No need to slam
him and kick him to the dogs.

emergency services management. He presently serves as a Fire Management
Consultant for the University of Tennessee, Municipal Technical Advisory Service
(MTAS). His responsibility as a consultant is to provide professional advice on the
operation of fire departments to fire chiefs and city officials across the state. He is the
former Fire Chief for the Gatlinburg, Tennessee Fire and Rescue Department as well
as having experience as a fire commander of the Maryville Fire Department. Mr. West
has a Master’s Degree in Business Administration (MBA) from Lincoln Memorial
University and a Bachelor of Science Degree in Organizational Management from
Tusculum College. He holds professional certifications in 27 different areas of
emergency services. He also has an extensive background in emergency
management as a director and worked at the state level to improve emergency
management across Tennessee.
Gary West, a fire management consultant with MTAS, has over 25 years experience in
fire service. He is the former fire chief for the city of Maryville and later, Gatlinburg.
Needless to say, a gal by the name of Dana West is connected with the purchase and
finance department for Maryville as well. I have no idea as to how these West clans
members are even related, or even if the are or not. I wold bet that they are related as
many folks around Rhea County are either cousins or the brother of a cousins -
cousins brothers sister's mother...on their daddies side.

served as Director until he retired where Charles Riggs took over as director of Rhea
County 911 Central Dispatch on Jan. 1, 2004, replacing (ALLISON) Al West, who retired.
West helped develop centralized dispatching and oversaw its implementation
beginning in December 1992.
On or about the same time frame Al West’s wife Peggy West worked for County Mayor
Billy Ray Patton as his secretary and in belief, had worked for Patton for years. It is
believed that these events happened in the year of 2003 and with Peggy West retiring
in November. Again, this is a preliminary story to a much bigger and in depth report

The typical back room good ole boy political deals apparently have been put in to
motion once again. It is wide spread conjecture as to how the City of Dayton handles
situations, as well has not handle situations that hinder their private agendas.
